PROBLEM TO BE SOLVED: To provide a method for manufacturing a material for civil engineering and construction using steel slag by which general steel slag is widely applied and the elution of alkali is reduced at low cost and the method for manufacturing a material for civil engineering and construction using steel slag in which eluted alkali satisfies pH<12. SOLUTION: In the method for manufacturing the material for civil engineering and construction using the steel slag, the basicity of the steel slag is measured and the grain size is adjusted corresponding to the basicity. The grain size is preferably adjusted by allowing the fineness modulus (FM) value which is a barometer of the grain size of steel slag to exceed 1.36 times the basicity and controlling the elution of alkali from the steel slag to exhibit pH<12 and the cooling rate in the manufacture of the steel slag.
