PROBLEM TO BE SOLVED: To update an input device without the need for setting of a temporary device and alternative monitoring using other monitoring equipment. SOLUTION: Connection between the input device 2-1 to be updated among a plurality of input devices 2-1 to 2-4 to which a given value is input, and an arithmetic device 3 is cut out, an input device simulator 8 is connected to the arithmetic device 3, the input device simulator 8 outputs a simulated signal to the arithmetic device 3, the arithmetic device 3 performs operation using the simulated signal of the input device simulator 8, the connection between the input device simulator 8 and the arithmetic device 3 is cut out, and the updated input device is connected to the arithmetic device 3.
