PROBLEM TO BE SOLVED: To provide a sleeper with an embedded material, the embedded material, and a method for manufacturing the sleeper with the embedded material that has a high drawing strength and can be set into a sleeper manufacturing form in a single operation in manufacturing the sleeper. SOLUTION: The sleeper with the embedded material includes a PC sleeper body 1 and the embedded material 7 for mounting a derailment preventing guard, embedded in the PC sleeper body 1. The embedded material 7 includes a cavity part 7a which a fastening bolt 6 penetrates, and a threaded hole part 7b disposed below in communication with the cavity part 7a so that the fastening bolt 6 is screwed thereto. A cap member 10 including a cap body 10a and an upper cap part 10b blocking the upper end of the cavity part 7a is mounted to the upper end of the embedded material 7.
