PROBLEM TO BE SOLVED: To easily generate a featured value extractor suitable for an object of recognition. SOLUTION: A learning device 13 performs the statistical learning of both a filter set to be used for extracting featured values related with a person to be recognized from an image and a discriminator for performing prescribed discrimination by using the featured values. The featured value extraction part of a recognition device 11 extracts the featured values from an input image by using the filter set learnt by the learning device 13. A person detection part 22 performs discrimination by the discriminator learnt by the learning device by using the extracted featured values, and detects whether or not any person is included in the input image based on the discrimination result.
