PROBLEM TO BE SOLVED: To provide a low-cost and high-safety toilet seat device by executing the dressing and waterproof processing of a toilet seat with the same member. SOLUTION: The toilet seat device includes a body 200 mounted on a toilet bowl 700, the toilet seat 400 turnably pivoted at the body 200 and incorporating a toilet seat heater 450, and control means 90. The toilet seat 400 is formed by joining an upper toilet seat casing 410 having a seated surface 411 to a lower toilet seat casing 420 by an inner circumferential edge 410c and an outer circumferential edge 410a; and at least the seated surface 411 of the upper toilet seat casing 410, and the joining section 400a of the upper toilet seat casing 410 and the lower toilet seat casing 420 are covered with an exterior member 430 so as to reduce a member and a labor required for the dressing and the waterproofing of the seated surface 411 of the toilet seat 400, thus providing this low-cost and high-safety toilet seat device.
