<P>PROBLEM TO BE SOLVED: To provide an image playback device for temporarily storing image data whose frame rate of a motion image is 1 frame/sec or less on a reception side, of playing back the image data at the same frame rate as that when the image data is received in real time when playing back the stored image data, and of changing a playback rate. <P>SOLUTION: Read is controlled so that a reception state is also stored when storing image data transmitted in real time and the reception state is reproduced when sending the image data stored on the reception side to a decoder.
