PURPOSE: A steel pipe press-inserting apparatus, and a steel pipe press-inserting method and a grouting method using the same are provided to stably insert a steel pipe into the ground, thereby implementing continuous drilling and press-inserting and effective grouting. CONSTITUTION: A steel pipe press-inserting apparatus(100) comprises a steel pipe(110), a cylinder(120), a hydraulic unit(130), a first support member(140), a guide member(150), and a second support member(105). The cylinder is inserted into the steel pipe and press-inserts the steel pipe into the ground. The hydraulic unit moves back or forth the cylinder with hydraulic pressure. The first support member supports the cylinder and the steel pipe. The guide member receives the steel pipe to be slid by the cylinder. The second support member is located on the back side of the hydraulic unit and supports a reactive force delivered by the cylinder press-inserting the steel pipe into the ground.
