The device has a water brewer formed of mobile blades and counter fixed-blades and located in a sealed compartment in an upper part of a main concrete tank. A water level of the water brewer is controlled such that speed of a multiblade wind mill is constantly equal to an optimal design value irrespective of speed of incidental wind. Regulation is ensured by an Archimedes screw streamlined in a tube and a solenoid valve controlled by an electronic regulation circuit (19). The wind mill is started by initially emptying water from the brewer.
