The device has a hollow restriction tube (10) with a flange extended towards interior of an internal part, and a connection part (12) on an end of the restriction tube. An application part (20) is extended through the restriction tube, where an end of the application part is extended from the end of the restriction tube. Another connection part (31) is conformed in a supply part (30) in a manner for being connected to the former connection part. Another end of the application part is in contact with a clamp (33) of the supply part.
