PROBLEM TO BE SOLVED: To provide a seal structure and a control method therefor that can improve sealing performance between a rotating portion and a fixed portion, smoothly start up a steam turbine and suppress a temperature rise of the rotating portion even if the rotating portion is continuously rotated for a long period of time. SOLUTION: This seal structure is configured such that a seal fin 62 on the seal base plate 61 side and a breathable spacer 4b on the rotor 2a side are opposed to each other, and a breathable spacer 4a on the seal base plate 61 side and a seal fin 2a1 on the rotor 2a side are opposed to each other. A seal base plate 61 is installed shiftably in the direction coming close to or moving away from a rotor 2a. If pressure of steam St is low, the seal fin 62, the breathable spacer 4b, the seal fin 2a1 and the breathable spacer 4a become a noncontact state, and if the pressure of the steam St becomes high, the seal fin 62, the breather spacer 4b, the seal fin 2a1 and the breathable spacer 4a come into a contact state.
