PROBLEM TO BE SOLVED: To solve such a problem that it is impossible to completely discharge water having declined quality in a reaction tank 10 in a conventional technique when scum accumulated in a second layer 11 and a third layer 12 is discharged by closing a regenerated water valve provided in a regenerated water pipe and opening a scum discharge valve provided in a scum discharge pipe and water having declined quality occurring in a long term stoppage is discharged. SOLUTION: A scum box 8 is provided in each of a second tank 11 and a third tank 12 of a sewage regenerating apparatus using ozone microbubbles and is made movable by attaching a swivel joint 9 to a scum discharge pipe 13 connected to the scum box 8. The scum box 8 is worked by providing a rope winding-up apparatus 6 on the upper part of the reaction tank and using a SUS rope 7 to discharge the scum from the scum discharge pipe 13 and is moved up and down to discharge the water having declined quality which occurs in the long time stoppage.
