PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which improves wear resistance of a surface layer, improves electric characteristics such as charging property, eliminates image deletion or image blur under high temperature and high humidity conditions, and prevents a reduction in image density, fog, scumming or the like, and to provide an image forming apparatus and a process cartridge using the photoreceptor. SOLUTION: The electrophotographic photoreceptor includes: a photosensitive layer and a surface layer, successively layered on a conductive support. The surface layer is formed by irradiating the following composition with a beam at a wavelength of 380 nm or longer for reactive curing, the composition containing at least a chain-polymerizable compound having a charge transport structure and a chain-polymerizable compound having no charge transport structure.
