Disclosed is a fuel cell which can work at a temperature of 100°C or higher.  Also disclosed is a method for producing the fuel cell. The fuel cell comprises a proton-conductive gel, an anode electrode and a cathode electrode, wherein the proton conductor is interposed between the anode electrode and the cathode electrode, and wherein the proton-conductive gel comprises SnO2, NH3, H2O and H3PO4 at such a content ratio that X is 0.2 to 5 inclusive and Y is 1.6 to 3 inclusive (wherein X represents a molar ratio represented by NH3/SnO2 and Y represents a molar ratio represented by P/Sn).
