PROBLEM TO BE SOLVED: To provide a site where the spats of a bivalve such as short-necked clam are stably made to root and enable the spats to be grown into the corresponding mature shellfish without impairing the natural environment. SOLUTION: A biodegradable base panel material is provided, being such that: it is produced using a wholly biodegradable resin as for a raw material so that spats of short-necked clam or the like can be touched and are made to easy to root thereonto; further, the biodegradable base panel has a structure of meshy skeletal form to prevent the spats from running out after rooted.
