The ion generating portions (130) generate H+(H2O)m (m is an integer) as a positive ion, and generate O2-(H2O)n (n is an integer) as a negative ion. The motor (120) rotates the vanes (110) about a shaft which extends in a substantially vertical direction. The ion generating portions (130) are disposed above an area through which the vanes (110) pass when being rotated by the motor (120).</p>
