<P>PROBLEM TO BE SOLVED: To provide a pipe blocking plug for firmly sealing and blocking the internal hole of a pipe in a short time without requiring labor. <P>SOLUTION: The pipe blocking plug 11 is constituted by arranging a first closing plate 14 inserted in existing piping 12, and a first presser plate 15 to face each other at a space, arranging a first annular packing 13 between the respective outer peripheral edges of the first closing plate 14 and first presser plate 15, inserting a bolt shank 17 provided connected to the first closing plate 14, through the first presser plate 15, an inside clamping pipe 19, a flange member 20 and an outside clamping pipe 21, and screwing and fastening a nut 23 to the bolt shaft 17 so that the first annular packing 13 can be held between the first closing plate 14 and the first presser plate 15 and pressure-welded to the inner peripheral surface 12a of the pipe 12.
