PROBLEM TO BE SOLVED: To switch a media connection destination regardless of functions supported by a terminal. SOLUTION: When a session controller receives a SIP signal for requesting a change of a connection destination, the session controller refers to a management database at a capability memory 11a. Each of support functions is recorded in the management database for every terminal. The session controller determines whether or not a destination terminal supports a method indicated by the SIP signal. If the destination terminal does not support the method, the session controller does not transmit the SIP signal to the destination terminal, but directs a router to perform NAPT (Network Address Port Translation) control to change an address and a port number of the receiving side of the SIP signal.
