<p><P>PROBLEM TO BE SOLVED: To distribute Java-AP (Java Application) software with reliability guaranteed to a mobile machine without restricting the degree of freedom of an IP. <P>SOLUTION: The mobile machine 16 that starts the Java-AP software receives an SDF (Security Descriptor File) 204 from a management server device 18 managed by a reliable organization (telecommunication provider managing mobile packet communication network 15), uses a URL included in the SDF to acquire an ADF (Application Descriptor File) 205 from an IP server device 13, uses the ADF 205 to acquire a Jar file 206 from the IP server device 13 and installs the Java-AP software including the files in the mobile machine itself.
