An antenna evaluating apparatus is provided with receiving antennas (22a, 22b) to be evaluated, scatter antennas (21a-1 to 21a-N, 21b-1 to 21b-N) provided in the vicinity of the receiving antennas, signal generators (11a, 11b), delay circuits (12a, 12b), dividers (13a, 13b), phase shifting circuits (14a, 14b), and attenuation circuits (15a, 15b). A computer (10) controls the delay circuits (12a, 12b) so that delay time is added to radio frequency signals, and controls the phase shifting circuits (14a, 14b) and attenuation circuits (15a, 15b) so that the phase and amplitude of the radio frequency signals are changed and predetermined fading is generated. By emitting the radio frequency signals from the scatter antennas, multiple waves which include delay and fading are generated in the vicinity of the receiving antennas.
