<P>PROBLEM TO BE SOLVED: To provide an image distribution system capable of acquiring an expanded image of desired quality with little decoding processing. <P>SOLUTION: A basic image processing unit BLE of an encoding apparatus 1 generates a quantization coefficient and a quantization parameter of a basic image. An expanded image processing unit ELEj generates a quantization coefficient and a quantization parameter of an expanded image, and a ratio parameter being a ratio of the quantization parameters of the basic image and the expanded image is acquired. The encoding apparatus 1 encodes the quantization coefficient and the quantization parameter of the basic image, and the ratio parameter to output them. An expanded image processing unit ELDj of a decoding apparatus 2 generates a quantization coefficient of the expanded image on the basis of the quantization coefficient and the ratio parameter of the basic image. Also, a quantization parameter of the expanded image is acquired on the basis of the quantization parameter and the ratio parameter of the basic image.
