<P>PROBLEM TO BE SOLVED: To improve the efficiency of wave conversion of light radially emitted from a light-emitting element. <P>SOLUTION: A light-emitting device includes a substrate 11, a light-emitting element 12 mounted on the substrate 11, and a light-emitting member 13 including a fluorescent material. The light-emitting element 12 is made of a semiconductor material and emits first light. The light-emitting member 13 includes a first portion 13-1 and a second portion 13-2. The first portion 13-1 surrounds the light-emitting element 12 and spreads upward.
