<P>PROBLEM TO BE SOLVED: To provide a light-emitting device in which unevenness in light-emitting distribution is further reduced. <P>SOLUTION: This light-emitting device has a substrate 11, a light-emitting element 12 mounted on the substrate 11, and a light-emitting member 13 surrounding side surfaces 12s and an upper end 12t of the light-emitting element 12. The light-emitting element 12 is made of a semiconductor material, and emits first light.
