PROBLEM TO BE SOLVED: To provide a powder discharging device and a method for discharging a powder that can certainly discharge the entire amount of charged powder which requires accuracy with a strong adherability or powder of a small size by suppressing the generation of bridging and adhesion of the powder to an inner wall of a powder accommodating part. SOLUTION: A funnel part 14b is formed with an elastic body. By extending extendable rods 18A and 18B in directions of arrows A1 and B1 respectively, an inner circumferential wall 14b1 of the funnel part 14b is twisted against the elasticity of the elastic body. By contracting the extendable rods 18A and 18B in directions of arrows A2 and B2 respectively, the inner circumferential wall 14b1 restores to its original shape by a repulsive force of the elasticity of the elastic body. By repeating the twisting and restoring movements of the inner circumferential wall 14b1 of the funnel part 14b at a predetermined cycle, the funnel part 14b itself is twisted and the shape thereof changes, and, therefore, a direct impact can be applied to the powder adhered to the inner circumferential wall 14b1 of the funnel part 14b.
