PROBLEM TO BE SOLVED: To provide a grouting material and a grouting method exhibiting excellent durability and environmental preservation property and providing high permeability and a water cutoff effect upon grouting the ground having cracks to high seepage water pressure. SOLUTION: The grouting material contains a silica solution, wherein the silica solution contains silica sol produced from metallic silicon as an effective component and the silica solution has a pH of 1 to 11 and silica concentration of 1 to 75 w/v%. The silica solution preferably contains, as an effective component other than the silica sol, at least one kind selected from a group consisting of water glass, activated silica, acid water glass obtained by mixing water glass and an acid, acids and salts.
