PROBLEM TO BE SOLVED: To provide an image forming apparatus which need not require a waiting time, is made inexpensive and small in size, and yields a high-quality image free from void regardless of image area to be printed and Duty. SOLUTION: The image forming apparatus includes: a latent image carrier; a developing means for developing an electrostatic latent image on the latent image carrier with developer to be a visible image; a lubricant applying means for applying lubricant to the latent image carrier; a primary transfer means for performing primary transfer from the latent image carrier to an intermediate transfer body; a secondary transfer means opposed to the intermediate transfer body and performing secondary transfer from the intermediate transfer body to a recording medium. By changing (providing a difference of linear velocity) a ratio of linear velocity provided between the intermediate transfer body and the secondary transfer member between when paper exists (image forming time) and when paper does not exist (image non-forming time), lowering of a friction coefficient of a surface of the intermediate transfer body with lapse of time during consecutive image forming is suppressed.
