PROBLEM TO BE SOLVED: To provide a device and method for inspecting the cover thickness of a reinforcing bar, capable of inspecting the cover thickness of a reinforcing bar accurately and at high speed. SOLUTION: Point group data is acquired by fixing a three-dimensional laser scanner 31 and irradiating any reinforcing bar 1 of a plurality of arranged reinforcing bars with a laser beam, and a circular part is extracted in the vertical direction of the reinforcing bar 1 for each cut cross section to create a center candidate position of the reinforcing bar. The center candidate position of the reinforcing bar created for each cut cross section is lapped in the vertical direction to create a three-dimensional image, and from the three-dimensional image the position of the reinforcing bar is determined. The coordinates of the position where the scanner is placed are acquired, and the position of the reinforcing bar(outside) being observed with respect to the world coordinates is calculated. Next, the position of the surface of the corresponding column is acquired from design information, the interval between the outside of the reinforcing bar and the surface of the column is acquired, and the cover thickness of the reinforcing bar is acquired.
