PROBLEM TO BE SOLVED: To provide a page turning-over mechanism which enables thinning and size reduction of a device, and to provide a book scanning device. SOLUTION: In the case that a page turning-over shaft 15 is struck against the seam 3B of a book 3, and the fact that the movement of the page turning-over shaft 15 is checked is detected via a driving current detection circuit 64, a CPU71 drives a page turning-over shaft vertical movement motor 42 so as to move the page turning-over shaft 15 to the upper part of a prescribed height. Thereafter, the CPU 71 drives the page turning-over shaft right-left movement motor 18 once more, and moves the page turning-over shaft 15 in the direction on the side of the seam 3B of the book 3 orthogonal to the seam 3 so as to automatically perform page turning-over.
