<p><P>PROBLEM TO BE SOLVED: To provide DRM (Digital Rights Management) conversion technology wherein safety or conversion processing speed is considered. <P>SOLUTION: This DRM converter capable of coping with a plurality of kinds of DRM conversion includes: a storage part storing conversion path information indicating a plurality of conversion paths from a first kind of DRM to a second kind of DRM; a conversion path selection part selecting a conversion path from the plurality of conversion paths indicated in the conversion path information when converting the first kind of DRM into the second kind of DRM; and a conversion part converting the first kind of DRM into the second kind of DRM in the conversion path selected by the conversion path selection part.
