PROBLEM TO BE SOLVED: To provide an image communication device using a T.38 communication function, wherein correct image communication is enabled even in an environment wherein a partner device different in bit transmission sequence in an IFP packet layer and a layer of T.30 commands and image information exists. SOLUTION: Bit transmission/analysis sequences are preliminarily set as device setting information 320 respectively correspondingly to an IFP packet controlled by a T.38 IFP packet control part 111 and T.30 command/image information controlled by an image communication control part 109, and this device setting information 320 is referred to control the transmission/analysis sequences of the IFP packet controlled by the T.38 IFP packet control part 111 and T.30 command/image information controlled by the image communication control part 109.
