The waterproof rubber ring (23) is set between the stud (21) and the buckle (22) when the stud (21) and the buckle (22) are assembled. The waterproof rubber ring (23) is clamped in clearance between the stud (21) and the buckle (22) in using the fastener, so that the fastener locks the fastened object efficiently and prevents water from entering into the clearance between the fastener and an installing panel.</p>
