PROBLEM TO BE SOLVED: To provide a foaming resin composition providing a lightweight foam friendly to the environment and having excellent cushionability (recovery property), and to provide the biodegradable foam especially suitably usable as buffer materials in a separated state. SOLUTION: The foaming resin composition contains≤10 pts.mass of a biodegradable resin and/or a polyolefin resin, 10-30 pts.mass of water and 0.01-5 pts.mass of an inorganic filler based on 100 pts.mass of a mixture of≥10 mass% of a modified starch and≤90 mass% of unmodified starch.
