PROBLEM TO BE SOLVED: To provide an oral composition that exhibits high effects in a short period for ameliorating symptoms of urticaria, eczema-dermatitis and rash and treating skin swelling and itch, and to provide a method for effectively enhancing improving effects of skin barrier functions of nicotinic amide, pantothenic acid, or analogous substances thereof. SOLUTION: The oral medicinal composition comprises (i) azelastine or a salt thereof and (ii) one or two or more selected from the group consisting of nicotinic amide, pantothenic acid and analogous substances thereof. The method comprises causing azelastine or a salt thereof to co-exist with one or two or more selected from the group consisting of nicotinic amide, pantothenic acid and analogous substances thereof.
