Disclosed are a workflow monitoring control system, method, and program, wherein, when workflows are executed after passing through a plurality of processing sections each provided with business application software in order, the service providing quality of the workflows can be ensured in as many workflows as possible with limited computer resources. Specifically disclosed is the workflow monitoring control system which is connected to a plurality of processing sections for executing business processing (processing unit) in a range allocated to each of the plurality of processing sections using business application software and computer resources, and which comprises a service providing quality lower limit setting means, a workflow definition setting means that a service providing quality calculating means, a quality unattainment determining means, and a computer resource reallocation means.
