PROBLEM TO BE SOLVED: To provide a mobile station UE to be scheduled in each scheduling assignment interval with proper scheduling grant information, in EULs of "Time and Rate" system. SOLUTION: In a radio base station NodeB, a scheduling section 13 decides scheduling grant information to be transmitted to the mobile station UE to be scheduled in the next scheduling assignment interval, based on a receivable power range at a point in time when the next predicted scheduling assignment interval is started.
