PROBLEM TO BE SOLVED: To provide a pallet capable of being manufactured without necessitating a device for an exclusive use in a simple manufacturing process, and having a block high in the rigidity of a withstand load. SOLUTION: The block comprising a corrugated paper cardboard or a corrugated plastic cardboard is composed of an outer frame 10 and an inner frame 20. The outer frame 10 is formed by bending a strip-like member along a plurality of fold lines parallel to a step direction W, and extends in the up-and-down direction. The inner frame 20 is a rectangular tube formed by bending the strip-like member along a plurality of fold lines perpendicular to the step direction W, extends in the horizontal direction, and is engaged with the inside of the outer frame 10. The outer frame 10 has a rectangular tube-like side wall 11 having a side plate 11c formed by making two side plate pieces 11d abut on each other, an engagement part 12 connectively mounted to an abutment part 11e of the side plate 11c, two reinforcement plates 13 connectively mounted at the tip of an engagement part 12 and arranged along a side plate 11a.
