PURPOSE: The delaying apparatus of a semiconductor integrated circuit and a method for controlling the same are provided to increase a speed for setting a total delaying value by determining the activation number of delaying blocks. CONSTITUTION: A control signal generating part(10) generates a block controlling signal and a unit controlling signal in response with a delay controlling signal. A plurality of delay blocks(21, 22, 23) generates delaying clocks by delaying inputting clocks. The delaying blocks include a unit delaying part and are selectively activated in response to the block controlling signal. A fine delaying part(30) includes the pre-set number of unit delaying parts.
