PROBLEM TO BE SOLVED: To support load without enlarging a cutter spoke supporting the load applied to an over-cutter. SOLUTION: Two guides 13 are arranged on a rotary cutter 3 in a manner that they make predetermined angles to each other in a peripheral direction of the rotary cutter 3. Supporting parts 32 are mounted on these two guides 13, respectively, to be movable along the longitudinal direction of each of the guides 13. Each of the supporting parts 32 supports the beam-like over-cutter 4 in a manner of being rotatable in the area that is longitudinally inside the longitudinally end parts. One of the supporting parts 32 is moved outward along the diameter of the rotary cutter 3 and the other supporting part 32 is moved inward along the diameter of the rotary cutter 3, by which one of the longitudinal end parts of the over-cutter 4 is protruded outward along the diameter of the rotary cutter 3.
