PROBLEM TO BE SOLVED: To provide a method for modifying muddy soil, capable of preventing the powdery dust of powdery material of a solidifying agent from forming in modifying the muddy soil by mixing a new powdery dustless solidifying agent. SOLUTION: This method for modifying the muddy soil is provided by putting a powdery dustless-solidifying agent obtained by calcining a molded material body obtained by molding a powdery material containing a raw material for cement clinker burning and gypsum at a temperature in a range of producing calcium alminate in its solid reaction and also without decomposing gypsum, into a muddy soil-storage container, agitating/mixing the solidifying agent with muddy soil while cracking the solidifying agent. In this method, since the powdery dustless solidifying agent maintaining the form as the molded material is used, the powdery dust is not formed in a working environment and it is possible to keep the environment extremely good state, and also since there is no need to perform the cracking separately, the solidifying agent is cracked at the same time with the mixing of the muddy soil by an agitator to progress a hydration reaction from crashed surfaces having a high activity quickly, it is possible to perform the modification of the muddy soil by exhibiting the performance of the solidifying agent well without sacrificing its initial strength-developing property.
