PURPOSE: A radar signals clustering method using frequency modulation characteristics and combination characteristics of signals, and a system for receiving and processing radar signals using the same are provided to reduce the load and the error of signal analysis. CONSTITUTION: A two dimensional cell consisting of the frequency and the direction is generated(S100). The number of the pulses allocated to a cell is compared with the noise threshold value to remove the noise cell(S110). The kernel density estimation value is calculated(S120). The adjacent cell is merged(S140).
