PURPOSE: A composition for preventing hair loss and promoting hair growth is provided to suppress TGF-beta 1 and to promote hair follicle cell activation. CONSTITUTION: A composition for preventing hair loss and promoting hair growth contains extract obtained by filtering independent low molecular material, ion, ash impurity using an ultrafiltration membrane. The composition further contains Saussurea lappa, Lycium chinense, Prunella vulgaris var.lilacina or Kochia scoparia. A formulation for topical application on the scalp contains the composition.
