PURPOSE: A shock absorbing pad for a coil steel plate and a loading device for a coil steel plate therewith are provided to minimize shock transferred to a coil steel plate by efficiently dispersing and absorbing the shock. CONSTITUTION: A loading device for a coil steel plate is composed of a shock absorbing pad and a frame body connector. The shock absorbing pad is composed of a shock absorbing pad body(210), reinforcing sheets(220), insertion holes(230), and shock absorbing members(240). The shock absorbing pad body is made of synthetic rubber. The reinforcing sheets are formed inside the shock absorbing pad body and are separated from each other. The insertion holes are formed on the bottom surface of the shock absorbing pad body. The shock absorbing members are fixed to the insertion holes.
