<P>PROBLEM TO BE SOLVED: To optimize scrolling speed according to response speed of an operator. <P>SOLUTION: The display controller 10 includes: a scroll display control part 152 that switches scrolling speeds between at least two levels according to user operation; and a measurement part 154 measuring the amount scrolled at one (low speed) of the scrolling speeds.
