PROBLEM TO BE SOLVED: To provide a hydraulic control system, an injection molding machine and a controller capable of improving the quality of a molding, preventing an abrupt pressure fall in transition from a filling process to a pressure holding process, and capable of shortening a cycle time by steepening a rise of pressure in the pressure holding process. SOLUTION: Even if pressure detected by a pressure sensor 17 starts to rise after transiting from a filling process to a pressure holding process, a controller 5 dose not switch a discharge capacity until the pressure detected by the pressure sensor 17 exceeds target pressure, controlling a hydraulic pump device 3 while keeping the hydraulic pump device at a large discharge capacity. Furthermore, when the detected pressure exceeds the target pressure, the controller 5 switches the hydraulic pump device 3 from a large discharge capacity to a small discharge capacity to avoid an overload of a servo motor 6.
