<p><P>PROBLEM TO BE SOLVED: To provide a charge-controlled urethane foam, capable of fully preventing impact of electrostatic charge due to the friction between the toner on the surface layer of a toner carrying roller and a developing roller, and stably producing superior images, at low cost, and to provide a toner carrying roller that uses the urethane foam. <P>SOLUTION: The charge-controlled urethane foam 3 is prepared, by impregnating a surface layer with binder resin which is located at the same position as that of a substrate urethane foam, or closer to a positive side than the substrate urethane foam in a triboelectric series.
