PROBLEM TO BE SOLVED: To provide a method for manufacturing a quake-isolation plug by which damping performance and displacement following ability of a quake-isolation device is improved without using lead as material, and to provide a device for manufacturing a quake-isolation plug implementing such a method. SOLUTION: In the method for manufacturing the quake-absorbing plug, when molding the quake-isolation plug 6 for the quake-isolation device by performing pressure molding on powder material 2 with which a metallic mold 3 having an inner mold 7 forming a sidewall is filled, pressure molding is performed while applying external force to the inner mold 7 so that shearing stress may be generated on a boundary between the inner mold 7 and the powder material 2. The quake-isolation plug 6 is manufactured by using such a method. The device for manufacturing the quake-isolation plug implements such a method and includes a metallic mold 3 and a stamper 5.
