PROBLEM TO BE SOLVED: To provide a winding device and a winding method by which a thick high-strength hot-rolled steel plate is wound into a coil in a state where winding slack and lift are reduced. SOLUTION: The winding device of the thick high-strength hot-rolled steel plate, includes a coiler device and a coil car for pulling the coil out of the coiler device, wherein the coil car 9 is provided with two cradle rollers 8, 8 for supporting the coil, which have the center axis in the parallel direction to the axial center direction of the coil and a means for making the interval L between the axial centers of two cradle rollers variable. The interval between the axial centers of two cradle rollers is set in accordance with a kind of steel, winding temperature, the weight of the coil, plate thickness and plate width.
