PROBLEM TO BE SOLVED: To provide a cleaning device that stably recovers residual toner and improves cleaning performance. SOLUTION: The cleaning device includes: a cleaning member 35 that rotates so as to remove residual toner from an intermediate transfer belt 23 looped between multiple rollers 30; a toner recovery roller 36 that electrically recovers the toner from the cleaning member 35; and a scraping member 42 in contact with the cleaning member 35, which is arranged at a downstream side, in the rotating direction of the cleaning member 35, relative to a cleaning nip section where the intermediate transfer belt 23 and cleaning member 35 are in contact with each other, and between up to a recovery nip section where the cleaning member 35 and the recovery roller 36 are in contact with each other.
