PROBLEM TO BE SOLVED: To provide a method of manufacturing a composition for environmental cleanup, capable of utilizing etching waste liquid. SOLUTION: The method of manufacturing the composition for the environmental cleanup includes adding calcium and an alkali solution to a solution containing aluminum, phosphate and sulfuric acid and recovering precipitates generated by the addition of the calcium and the alkali solution. The solution containing the aluminum, the phosphate and the sulfuric acid may include the etching waste liquid.
