PROBLEM TO BE SOLVED: To facilitate progress of evolution even when the evolution progress becomes slow. SOLUTION: There is provided: a generation part for generating a converter of the current generation by hereditary processing from at least one converter of the previous generation configured by combining a plurality of processing components which process input data, and output the processing results as output data; an adaptivity calculation part for calculating the degree of adaptation to conversion from input data for learning to target data for learning about each converter of the current generation; and a changing part for increasing at least one of mutation rate and crossover rate by the generation part under such conditions that the increment of the adaptability across the plurality of generations is equal to or less than a reference value.
