PROBLEM TO BE SOLVED: To provide a tin-plated steel sheet which does not contain chromium and has a phosphate-based chemical conversion coating layer having a performance equal to that of a conventional chromate conversion coating layer. SOLUTION: The tin-plated steel sheet includes sequentially from the base steel sheet side: an alloy layer containing Fe and Sn; a chemical conversion coating layer that contains Al and Sn, has a P content of 1.0-10 mg/m<SP>2</SP>and contains a phosphate in which the mass ratio of Al to P (Al/P) is 0.3-0.9; and a reactant layer of 0.01-100 mg/m<SP>2</SP>in terms of Si quantity formed further thereon by a reaction between a silane coupling agent and the chemical conversion coating layer.
